Office of Sponsored Programs

Research is a primary mission of The University of Tennessee Health Science Center. The Office of Sponsored Programs provides support for UTHSC faculty and staff (including components at the UT Graduate School of Medicine in Knoxville and the Chattanooga unit of the College of Medicine) in obtaining external funding for research and other sponsored projects, while ensuring compliance with UT policy, sponsor policy, and applicable law.

Whether you are submitting a proposal to develop a diagnostic tool to speed identification of Zika virus, working on a subaward proposal to another institution for a diabetes study, obtaining scientific material from a collaborator, disclosing a new drug compound invented in a UTHSC lab, planning a clinical trial on women's health or smoking cessation, or working on the next medical breakthrough, the staff in the OSP is here to help!

NOTICE: CYCLE I SUBMISSION WINDOW

As we gear up for the NIH CYCLE I submission window, OSP Pre-Award wanted to provide a reminder to the UTHSC Research Community that all proposals are required to be finalized and submitted for routing in Cayuse to allow for departmental/college approvals prior to the proposal reaching OSP workflow. Proposals must be received in OSP workflow by 8:00 am five full business days prior to the sponsor deadline to be compliant with UTHSC policy. This policy also applies to submission deadlines for all other sponsoring agencies.

Please note that all UTHSC personnel must also be compliant with UTHSC policy for Outside Interest Disclosures prior to routing in Cayuse for the proposal to be considered finalized. Investigators and departmental administrators have the ability to confirm the status of Outside Interest Disclosures in the self-service form once a proposal is created in Cayuse.

Please refer to the table below for examples of the latest time a proposal can be received by OSP to be considered compliant with the 5 full business day deadline for the following NIH due dates.
NIH STANDARD DUE DATE LATEST FINALIZED PROPOSAL MAY REACH OSP WORKFLOW TO BE COMPLIANT WITH INTERNAL 5 DAY DEADLINE
February 5, 2024  8:00 am –  January 30, 2024
February 12, 2024 8:00 am – February 6, 2024
February 16, 2024 8:00 a.m. – February 12, 2024
In general, it is always recommended to submit proposals for routing at least two business days before the internal deadline to allow time for departmental and college level approvers to review and approve Cayuse proposals. Around campus holidays, it is strongly encouraged to allow additional time due to the increase of approver annual leave during these periods.

Effective January 1, 2024,

the salary limitation for Executive Level II is increased to $221,900 from the previous limit of $212,100. The full NIH notice NOT-OD-24-057 may be found on the Guidance on Salary Limitation for Grants and Cooperative Agreements FY 2024 page.

Please apply the new salary cap for upcoming NIH proposals and for agencies utilizing the Executive Level II salary cap.

NIH Enforcement of Closeout Reporting

On January 23, 2024, NIH issued NOT-OD-24-055 (https://grants.nih.gov/grants/guide/notice-files/NOT-OD-24-057.html) strengthening enforcement of longstanding closeout requirements, outlined in Section 8.6, Closeout, of the Grant Policy Statement. NIH will report all unilateral closeout actions as a Responsibility/Qualification (formerly FAPIIS) record in the entity’s information in the System for Award Management (SAM.gov) retroactively, beginning with all unilateral closeout actions taken since January 1, 2023. It is crucial that all final reports (progress reports, financial reports & final invention statements) are closed out to prevent a unilateral closeout.  Please work with the Office of Sponsored Programs if you have any outstanding progress reports since January 1, 2023 that need to be completed.

NIH Foreign Subaward-Update Policy

Effective January 1, 2024, NIH’s Policy Guidance for Subaward/Consortium Written Agreements, requires international subrecipients to provide access to copies of all lab notebooks, all data, and all documentation that support the research outcomes as described in the progress report to the primary recipient with a frequency of no less than once per year, in alignment with the timing requirements for Research Performance Progress Report (RPPR) submission.

Principal Investigators on NIH projects with foreign subrecipients must ensure that access to such lab notes, data, etc, is provided in alignment with the timing of RPPR submissions.
