Dr. Lockhart joined the UT Memphis faculty in the fall of 2000. She currently teaches two courses, Health Economics and Leadership and Health Policy. She is located in Tempe, Arizona and for the last twenty years has had her own health systems relations and policy consulting firm, C. Lockhart Associates. Lockhart Associates provides assistance to local, national, and international organizations planning for and implementing health and public health policy and program change. She is a frequent contributor of policy briefs and studies for the Arizona based foundation, St. Luke’s Health Initiatives, many with a focus on healthcare workforce policy. Recent activities have included leading an initiative to revive an Arizona Bioethics Network to create a Community of Practice supporting practical health care ethics and an environment that improves decision-making and conflict management for patients and caregivers. She served for five years on the Physician Payment Review Commission, an advisory body to Congress on physician payment reform under Medicare and was the first director of the Arizona Health Care Cost Containment System, the nation’s first capitated, prepaid Medicaid program.
Dr. Lockhart’s doctoral studies were as a Pew Doctoral Fellow at the Heller School for Social Policy and Management at Brandeis University in Waltham, Massachusetts. She received her master’s degree from the University of California at San Francisco College of Nursing, and a baccalaureate degree from Case Western Reserve University Bolton School of Nursing in Cleveland, Ohio.
